The mission of the Rowell Foster Children Positive Plan (RFCPP) is to support and enhance the physical, emotional, social and economic development of youth in foster/adoptive care.  RFCPP provides support, mentorship and  direct assistance in the areas of Fine Arts, Outreach/ Educational Opportunities, Youth Development/Leadership, Emancipation, Higher Education Opportunities, Reunification Programs, Healthcare, Cultural Enrichment Activities, Financial Literacy, Resource Family Support, and Public Awareness.

RFCPP believes that by sustaining comprehensive services and strengthening community/corporate partnerships, foster/adoptive youth will develop into healthy, responsible, independent individuals.
